plasma parameters from digitizing

Matt wrote a code that would calculate model parameters like Fce and Fuhr a while back, and we want to create a tool more like the tool we used with Galileo data. This allowed Bill to select what type of point the digitized point was, and everything else was derived using that. The new tool would be similarly interactive, but would be an Autoplot script for ease of maintenance. Bill and Sadie are asking for this tool.
