The point of this project is to determine the compressiblity of various TRACERS datasets. The overall tasks is:

1. Create simulated Level 0 (CCSDS) TRACERS data for various instruments.
2. Try various per-packet compression algorithms.
3. Provide results to interested parties (Scott B., Mark C., Instrument Teams)
