An old idea that may be worth revisiting is utilizing a different scheme for personal web pages. For example, something like https://space.physics.uiowa.edu/people/Larry_Granroth/ could be implemented for everyone. The advantage is that this could be independent of AD account status. Permanent redirects could train search engines to use the new location, and after a couple of years we would disable the old "tilde" system.
